Importer: a monument's details in legacy order (#2452)

Legacy reads a monument's details (its special features) without ORDER BY,
so they come in key order, by their number. The importer gave them no
display_order and the exporters, ordering by display_order then name,
listed them alphabetically. Each detail now takes its number as its
display_order, for Discover Islamic/Baroque Art and Sharing History.
